The organisation
The Netherlands Caribbean Correctional Institution (JICN) is a correctional institution which can accommodate all detainees in the Caribbean Netherlands. There are a variety of departments, including one for young adults and one for women, plus a detention centre. JICN also has a forensic care department and a department for underage prisoners and is also responsible for processing people who have been arrested.
JICN is adapting to changes in the prison system. This requires proactive thinking, innovation and investment in the professionalism of our staff.
The core task of the JICN is the safe confinement of detainees, the restoration of the rule of law and the prevention of recidivism (repeat offending), as well as to offer prospects for the future to detainees by treating reintegration as a priority.
The focus is on support and development. Throughout the process JICN works closely with our supply chain partners.
Job description
The Planning & Control Officer implements the JICN’s P&C cycle and, in this context, coordinates and monitors the provision of qualitative and quantitative information. They are answerable to the Business Controller.
Duties
- Implementation of the P&C cycle
- You will collate the information provided by the various departments, identify issues and report accordingly.
- You will compile information for various reports.
- You will monitor and evaluate the realisation, forecasts and the associated costs and key figures, and will report accordingly.
- You will monitor management contracts, identify procedural issues and report accordingly.
- You will collect qualitative and quantitative data for inclusion in, for example, the annual plan and annual report.
- You will put forward proposals to amend standards, models and key figures in order to improve the measurement of, among other things, efficiency and effectiveness.
- You will take part in project and working groups that focus on P&C.

Job requirements
- You have a demonstrable higher vocational education level of professional and intellectual ability, for example in the form of a qualification in Finance & Control or a related field (business economics, accountancy or business administration).
- You have a sound technical understanding of the P&C cycle and demonstrable experience in setting up information systems and extracting data from such systems (ERP/BI).
- You are able to translate complex data into concise, easy-to-understand reports and dashboards for management.
- You will preferably have already gained work experience with the specific dynamics of government funding and the application or management of allocation systems (in-house distribution models).
- You are open to continuing to develop your skills through in-house and external role-specific training courses.
- You have excellent written and verbal communication skills.

What are we offering?
- A job in accordance with the BES Legal Position of Civil Servants Decree (Rechtspositiebesluit ambtenaren BES).
- A salary in line with the market, in preliminary salary scale 8 and job scale 9, of a minimum of $2,892.00 and a maximum of $4,418.00 per month based on a working week of 36 hours. Job scale allocation will take place on the basis of knowledge and experience.
- Holiday pay (8.33% of your gross monthly income).
- An end-of-year bonus (8.33% of your annual income).
- A vitality allowance.
- A pension scheme with the Caribbean Netherlands Pension Fund (Pensioenfonds Caribisch Nederland, PCN).
- 182 holiday hours based on a working week of 36 hours.
- A temporary appointment for a year, with the prospect of a permanent appointment in the event of good performance and a positive assessment result.
- A relocation scheme for candidates who are not resident on the island.
Procedure

Appointment requirements
- A Certificate of Conduct (Verklaring Omtrent het Gedrag, VOG).
- A medical assessment in connection with compulsory registration with the pension fund (which includes a personal contribution).
- Dutch citizenship.
Important information for interested parties outside the Caribbean Netherlands
- The salary is in American dollars, which is the official currency in the Caribbean Netherlands.
- The Caribbean Netherlands has its own tax regulations. Income over and above the tax-free amount of $21,956.00 in 2026 and up to an income of $53,198.00 is taxed in the first bracket, at 29.4%. A tax rate of 38.4% applies to the second bracket.
