The organisation

The Netherlands Caribbean Correctional Institution (JICN) is a correctional institution which can accommodate all detainees in the Caribbean Netherlands. There is space for a total of 113 detainees across 7 departments, including departments for juveniles, young adults and women, as well as a remand centre. JICN is also responsible for processing people who have been arrested.

The core task of JICN is the safe confinement of detainees, the restoration of the rule of law and the prevention of recidivism (repeat offending), as well as to offer prospects for the future to detainees by treating reintegration as a priority. The focus is on support and development, based on close cooperation with various chain partners.

Job description

As a Physical Education Instructor within JICN you will play an important role in the daily lives of detainees. You will organise a varied programme of sports and exercise activities for different target groups within the institution, which are intended to encourage a healthy lifestyle, reduce stress and provide social skills and a positive daily routine. Your job will be to encourage participants to play an active role and to promote respectful behaviour, cooperation and personal development.

Duties

  • Preparing, organising and supervising sports and exercise activities for detainees.
  • Delivering training courses for colleagues, such as resilience training, physical skills assessments, apprehension and self-defence skills, and integrated professional skills training.
  • Ensuring that activities are carried out safely and that prison rules are observed.
  • Observing behaviour and identifying issues which are relevant to reintegration and safety.
  • Reporting on participation, progress and any issues.
  • Contributing to a positive living environment within the institution.
  • Maintaining and managing sports equipment and facilities.
  • Cooperating with colleagues from different disciplines.

Job requirements

  • You have a degree in Sports Studies or in the field of sport and exercise, for example from the Central Training Institute for Sports Leaders (Centraal Instituut Opleiding Sportleiders, CIOS), or from the Academy of Physical Education (Academie voor Lichamelijke Opvoeding, ALO).
  • You are in good physical condition and can pass the physical skills assessment within the set time limit.
  • You are an enthusiastic and capable professional who knows how to use sport as a means of development and behavioural change.
  • You have experience of supervising groups, are able to deal effectively with a wide range of target groups and remain calm and professional in challenging situations.
  • You have the ability to set boundaries while continuing to motivate others.
  • You are willing to undertake the Train-the-Trainer course in integrated professional skills training and armed apprehension and self-defence skills or have already completed it.
  • You have excellent written and verbal communication skills.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 7 / job salary scale 8 from a minimum of 2.586,- and a maximum of 4.016,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the gross monthly income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Terms of appointment

  • A Certificate of Good Conduct (VOG);
  • Participation in the pension fund is mandatory, including a personal contribution;
  • A medical examination is required for this position. Appointment is conditional upon a successful outcome;
  • Dutch citizenship.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
