Job description
As a Library, Education and Sports Coordinator you will be responsible for developing, implementing and coordinating (policies on) educational and sports programmes for detainees being held at the Netherlands Caribbean Correctional Institution (Justitiële Inrichting Caribisch Nederland, JICN). You will also be responsible for keeping the available literature up to date. Your work will play an important role in promoting the development and well-being of detainees.
You will focus on organising training courses, workshops and activities in the field of personal development and social skills. In collaboration with internal and external partners, you will be responsible for providing a high-quality and diverse range of activities. You will monitor the way in which programmes and activities are carried out and you will be responsible for creating a safe and stimulating environment. You will make adjustments where necessary, monitor the detainee progress and file the relevant reports with the parties involved.
You will lead a team and your task will be to create an environment in which the team can do the work to the best of their abilities in the safest possible way, where the emphasis will be on mutual trust and encouraging detainees to participate.
You will be working in a dynamic environment in which something unexpected is bound to happen each and every day. Within this environment you will switch easily from operational to tactical tasks, without losing sight of the end result.

The organisation
The Netherlands Caribbean Correctional Institution is a correctional institution which can accommodate all detainees in the Caribbean Netherlands. The institution consists of various departments, including one for young adults, one for women and a detention centre. In addition, it has a forensic care department and a department for underage prisoners and foreign nationals and also processes people who have been arrested. The institution is adapting to changes in the prison system and this requires proactive thinking, innovation and investment in staff professionalism.

Job requirements
- You have a qualification from a university of applied sciences, preferably in management and/or related to education, sports or social sciences.
- You have demonstrable experience with coordinating education and sports programmes.
- You have an affinity with (modern) library development and the promotion of reading skills.
- You have experience with project-based work, policy development and contract management.
- You are able to cope with stress and are flexible and confident and you also come across as such.
- You are good powers of persuasion and have the skills required to lead a group/team.
- You are sensitive and honest.
- Do you like to cooperate with others in order to achieve excellent results.
What do we offer?
- An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
- A salary in line with the market, in initial salary scale 8/ job salary scale 9 a gross monthly salary between a minimum of $2.892,- and a maximum of $4.418,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
- A holiday pay (8.33% of the annual income);
- A13th month (8.33% of the annual income);
- Vitality allowance;
- A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours based on a work week of 36 hours;
- A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
- A relocation scheme for applicants not living in the island.

Terms of appointment
- A Certificate of Good Conduct (VOG);
- Participation in the pension fund is mandatory, including a personal contribution;
- For this position, a medical examination is required. Without a positive result from this examination, the appointment cannot proceed;
- Dutch citizenship.

- The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
- You are or will become a resident of the Caribbean Netherlands.
