Job description
As the Head of Operations and Business Control you will be responsible for managing the daily operations of the Netherlands Caribbean Correctional Institution (Justitiële Inrichting Caribisch Nederland, JICN). You will advise on request or otherwise on operational processes and will be responsible for making sure that they are organised in the best possible way. You will make sure that the organisation operates properly and that everything runs smoothly.
You will also be responsible for setting up and implementing the organisation’s management control system and by using it effectively you will be able to achieve the agreed results. Your other duties will include analysing JICN’s policies and policy plans and comparing them with applicable legislation and regulations and organisational results.
Your role will also involve you supporting the JICN management team throughout the entire management cycle, with a particular focus on business control in relation to results, resources used and processes.
Duties
- You will analyse JICN’s policies and policy plans, the national Planning and Control (P&C) cycle and the organisation’s operating results.
- You will manage all employees involved in operations, in other words finance, planning, facilities, technical services, training coordination and secretarial support.
- You will monitor, analyse, assess and advise on policy proposals which relate to operational processes and procedures.
- You will also monitor the quality and efficiency of all operational processes and make sure these continuously improve.
- You will coordinate and monitor the information provided by the various operational departments from the perspective of quality and quantity.
- You will describe and define the control objects and factors for success.
- You will coordinate systems and procedures internally (Custodial Institutions Agency; Dienst Justitiële Inrichtingen) and externally (chain partners).
- You will be responsible for monitoring the results achieved within the framework of the P&C cycle and the ad-hoc control objects. To this end you will carry out analyses and use them as a basis for drawing up forecasts.
- You will identify problems and undesirable developments, advise on solutions and measures and convince the management, where necessary, of the actions to be taken.
The organisation
The Netherlands Caribbean Correctional Institution (JICN) is a correctional institution which can accommodate all detainees in the Caribbean Netherlands. The institution consists of various departments, including one for young adults, one for women and a detention centre. In addition, it has a forensic care department and a department for underage prisoners and foreign nationals and takes care of people who have been arrested. The institution is adapting to changes in the prison system and this requires proactive thinking, innovation and investment in staff professionalism.

Job requirements
- You have a university/post higher vocational education level of professional and intellectual ability.
- You have demonstrable experience with managing a multidisciplinary team.
- You (preferably) have experience with working in a correctional institution.
- You have knowledge of (government) finances.
- You have knowledge of content-related and process-related aspects of the primary process and operations and the interdependency of these processes.
- You have a good knowledge of the procurement processes which are used within government.
- You have knowledge of the models and methods needed for the organisation of planning and control, the provision of administrative information and the administrative organisation.
- You have knowledge of relevant regulations and procedures.
- You have knowledge of planning and control processes.
- You have knowledge of, and experience with, building management and ICT matters.
- You are skilled at analysing, assessing and advising about both planning and control and operational matters.
- You can switch quickly between policy and implementation and are able to create links between these two areas.
- You have experience with managing support services such as finance, facilities, technical services and planning.
What do we offer?
- An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
- A salary in line with the market, in initial salary scale 11/ job salary scale 12 a gross monthly salary between a minimum of $4.338,- and a maximum of $6.340,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
- A holiday pay (8.33% of the annual income);
- A13th month (8.33% of the annual income);
- Vitality allowance;
- A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours based on a work week of 36 hours;
- A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
- A relocation scheme for applicants not living in the island.

This vacancy is being advertised internally and externally, and the following order will be considered in the selection process:
- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external).
Terms of appointment
- A Certificate of Good Conduct (VOG);
- Participation in the pension fund is mandatory, including a personal contribution;
- For this position, a medical examination is required. Without a positive result from this examination, the appointment cannot proceed;
- Dutch citizenship.

- The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
- You are or will become a resident of the Caribbean Netherlands.
