The organisation

The JICN is a correctional institution where all detainees of the Caribbean Netherlands can be placed. There are several wards including a ward for young adults, for women, and a house of detention. In addition, we dispose of a Forensic Care Ward and a ward for minors. JICN also looks after the arrestees and foreign nationals. The JICN evolves along with the changes in the prison system. This requires proactive thinking, innovation, and investment in the professionalism of our employees.

Job description

The Department Head that we are looking for will manage the team of the Forensic Care Ward (FZA).  The FZA of the JICN is responsible for the detention of prisoners with psychiatric conditions. At this ward the concepts medical care, personal care, and security are strongly interconnected. As the Department Head you are the connecting factor in the multidisciplinary treatment team and you share responsibility for the counselling and treatment of prisoners.

You can network and build relationships, both within your department and with the fellow departments heads, in an original and creative manner. Also outside the JICN, you know how to approach the right people as a result of which the development of the institution and the prisoners progresses smoothly. In this regard it is important that you safeguard the ongoing processes, and do not lose sight of the overview. Hence, you are able to think beyond the department and to include the interests of the other departments in your considerations and solutions. As a Department Head you are able to think out of the box because some problems must be solved creatively.

Job responsibilities

  • You are responsible for the management and development of your team;
  • You are able to pick up projects and to present creative solutions;
  • You safeguard the continuity of the primary process, you manage the budget allocated to your department, and you apply the staffing tools in a timely and correct manner;
  • You know what is going on within your organisation and you are aware of the developments and trends within the discipline. You adapt existing processes to this. You ensure that the care and aftercare at the ward are set up according to the applicable guidelines and you coordinate the cooperation between the disciplines involved in the ward;
  • You agree on result arrangements with your manager (department plan and detention plan) and you assume responsibility for the implementation of these arrangements. You take action promptly if deviations threaten to occur. You provide for the correct and timely supply of (management) data and information;
  • You liaise with colleagues and (chain) partners and you know where they stand. You oversee the interrelationship between the processes at your ward and the adjacent work processes and you act accordingly.

Job requirements

  • Your completed a socio-pedagogical support (SPH) or socio-pedagogical work (SPW) training at the level of Higher Professional Education (HBO) with demonstrable management experience / background;
  • You have knowledge of forensic care and relevant legislation and regulations;
  • You have insight into business processes;
  • You have knowledge of and experience with working in the Caribbean;
  • You have a stimulating and motivating leadership style.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 9/  job salary scale 10 from a minimum of $3.293,- and a maximum of $4.900,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

This vacancy is being advertised internally and externally, and the following order will be considered in the selection process:

Terms of appointment

  • A Certificate of Good Conduct (VOG);
  • Medical examination regarding mandatory registration for the pension fund (with a personal contribution);
  • Dutch citizenship.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
