Job description

As a correctional Institution nurse, you will help to provide first-line healthcare in the penal institution. You will perform intake interviews in order to collect data about the medical, social and mental condition of detainees; you will offer a nursing consultation hour; and will ensure the appropriate range of care. You will perform nursing tasks within the areas of infectious diseases, addiction-related care and psychiatry.

You will offer information to detainees about health-threatening factors and infectious diseases. You will have preliminary discussions with the doctor as part of the consultation hour, and will plan the consultation hour. You will also provide first aid - to personnel as well as detainees - in case of accidents and will be responsible for checking and issuing medicines.

You will coordinate the supply of care and maintain contact with external bodies, such as institutions for addiction-related care and hospitals. Your tasks will also include performing administrative activities and reporting in digital medical files. Your job will involve working closely with psychologists, psychiatrists, doctors and nurses.  

The organisation

One behalf of the Minister of Justice and Security, the Correctional Institution Caribbean Netherlands (JICN) executes custodial sentences and measures that have been imposed by the courts. The Bonaire site is a detention centre as well as a prison for Bonaire, Sint Eustatius and Saba. There is capacity for 113 men, women, detainees, foreign nationals and minors.

Since the 10th of  October 2010, the JICN has been managed by DJI (Dutch Custodial Institutions Agency). The core task of the JICN is to safely imprison detainees, restore the rule of law, prevent repeat offences (new criminal activity) and offer hope to detainees by working on their re-integration.

  • You must have a nursing qualification of HBO (Higher Professional Education) level 5;
  • You must have an affinity with psychiatry or B nursing (B verpleegkundige)
  • You must have a valid BIG (re-)registration;
  • You must have followed extra studies and registered as a correctional nurse in the V&V quality register (or are prepared to do so);
  • You must have good communication skills, be stress-resistant, have plenty of self-confidence, be honest and have a cooperation-oriented mindset;
  • You must be active in realising new developments in the field of quality;
  • You must be skilled at dealing with people from different cultural backgrounds;
  • You must have good command of Dutch, Papiamento, English and Spanish;
  • You must have good computer skills;
  • Affinity with the target group is an advantage.

We offer

  • Appointment in accordance with the Rechtspositiebesluit ambtenaren BES (BES legal status decree for civil servants);
  • A competitive salary, job salary scale 8 between a minimum of $2,247 and a maximum of $3,126 gross per month based on a work week of 36 hours. A pay grade based on knowledge, experience and training;
  • Holiday bonus (8.33% of the remuneration);
  • A 13th month (8.33% of the remuneration, with a minimum gross amount of $ 1,750);
  • A pension scheme with Pensioenfonds Caribisch Nederland (PCN);
  • 168 hours of leave based on a working week of 36 hours;
  • Temporary appointment for one year, with a view to permanent appointment after effective performance and positive appraisal;
  • A relocation scheme for candidates responding from outside the island.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination to join the pension scheme;

  • The salary is in American dollars; the official currency of the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax legislation. Income above the tax-free sum ($ 17.352, in 2023) will be taxed at a payroll tax rate of 30.4%;
  • Participation in the pension scheme is compulsory, including the accompanying personal contribution;
  • You are or will become an inhabitant of the Caribbean Netherlands.
