The organisation

The Correctional Institution Caribbean Netherlands (JICN) is a correctional institution where all detainees of the Caribbean Netherlands can be placed. There are several wards including a ward for young adults, for women, and a house of detention. In addition, we dispose of a Forensic Care Ward and a ward for minors.  JICN also looks after the arrestees and foreign nationals. JICN is moving with the changes in the prison system. This requires proactive thinking, innovation, and investment in the professionalism of our employees.

The department

As a Case Manager, you are part of the team of the Detention and Reintegration (D&R) Department. You work under the supervision of the Head of D&R in accordance with the intake, progression and exit model. Important guiding principles of this model are:

  • Life in detention is modelled as closely as possible on the daily life outside the institution (normalisation);
  • The active promotion of reintegration into society;
  • The promotion of self-reliance;
  • The acceptance of personal responsibility and active participation in shaping the detention and reintegration;
  • In the future, reintegration activities will be developed with a focus on social reintegration;
  • In the future, the approach will also be victim-centred and rehabilitation-oriented.

Job description

As a Case Manager, you have overall responsibility for the reintegration process of individuals who have been involved with the justice system. You act as the point of contact for activities and interventions relating to the detention and reintegration process of the individuals within your case load, both internally and externally. During the performance of your activities, you are supported by a Back Office Officer.

Job responsibilities

  • You carry out risk analyses and oversee the screening process across the five living areas;
  • You coordinate the intake, screening, selection and after-care processes, with support from the Back Office;
  • You support and monitor individuals who have been involved with the justice system throughout their entire detention period and you are responsible for the after-care following detention;
  • You work closely with judicial chain partners, e.g. the Public Prosecutions Office, the Probation Office and the police;
  • Together with the individual who has been involved with the justice system, you draw up a Detention and Reintegration Plan (D&R Plan);
  • You provide advice and report on the phasing of detention, both internally (for example, in MDOs) and externally to chain and network partners.

Job requirements

  • You have completed a higher professional education (HBO) degree in Social Work, Social Legal Services or a comparable degree, and your intellectual and professional ability is at the level of higher professional education (HBO);
  • You are familiar with the social services directory and the services provided by social and municipal authorities;
  • You are familiar with Detention and Reintegration;
  • You have knowledge of models and methods for influencing behaviour;
  • You can identify behavioural disorders, psychiatric issues and deviant behaviour, and deal with them appropriately;
  • You can interact effectively with the target group and manage the phasing of detention within different regimes;
  • You are skilled in motivating and encouraging people in a detention setting;
  • You are culturally sensitive and able to interact with people from diverse cultural backgrounds;
  • You have good communication skills in Dutch, Papiamento and English in both the spoken and the written word. Spanish is preferred.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 7 and job salary scale 8 from a minimum of $2.586,- and a maximum of $4.016,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;

  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;

  • You are or will become a resident of the Caribbean Netherlands.
