Job description

As a front desk officer of the IND CN unit, you are a friendly service provider who is the first point of contact of our organisation. Citizens can go to the front desk officer with reports and questions about admission to residence in the Caribbean Netherlands. The work of the front desk officer include all steps leading up to registration with Civil Affairs of the public entity of Bonaire.

Job responsibilities

  • As a front desk officer, you act as a customer enquiry point. You have an overview of all processes in order to provide the right information. The customer contact occurs in person at the service counter but also via telephone, email, and other digital means of communication;
  • You work from a service-oriented basic attitude and within established working agreements, with the challenge of informing the customer in a careful and effective manner;
  • You accept requests for admission and record relevant information in the application. You sense what information is important to coordinate with colleagues within your team;
  • You assess relevant documents on completeness and authenticity;
  • You have a healthy and genuine interest in people and are able to ask the right questions;
  • You think along about developments and changes within the regulations and within the team;
  • You provide for the proper archiving of documents;
  • You hand the employee the decision and advise the customer on how to proceed if necessary.

Immigration and Naturalisation Service

The Immigration and Naturalisation Service Caribbean Netherlands (IND-CN) is responsible for the implementation of the aliens policy on Bonaire, St. Eustatius, and Saba. The IND-CN processes applications for admission of foreign nationals and Dutch nationals (not being island children or tourists) who want to settle in the Caribbean Netherlands. The IND-CN also processes applications for extension of the tourist stay and of admitted persons who want to become Dutch nationals.

Job requirements

  • You have a Senior Secondary Vocational Education diploma at level 4 (MBO-4) in administrative / legal studies or similar, plus extensive additional knowledge and/or experience in carrying out customer contacts. Familiarity with working in an official organisation is preferred;
  • You master various conversation techniques, e.g. active listening and asking open questions;
  • You have empathy and good communication skills;
  • You have a distinctly service-oriented and customer-friendly attitude;
  • You are meticulous, honest, solution-oriented and can work well together;
  • You can work independently and from work instructions;
  • You are proactive, critical of your own work and the process to be followed and come up with proposals for improvement;
  • You have a representative attitude and an open appearance;
  • You are stress-resistant and able to change gear quickly;
  • Your oral and written communication skills in Dutch and English are good and you also have a good oral command of Papiamentu and Spanish.

What do we offer?

  • An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
  • A competitive salary in initial salary scale 6 and job salary scale 7 (gross monthly of at least $ 2,100.00 and at most $ 3,240.00), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
  • Holiday pay (8.33% of remuneration);
  • A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 168 holiday hours for a working week of 36 hours per week;
  • A temporary appointment of one year, with the possibility of renewal for another year;
  • A relocation scheme for candidates who respond from outside the island.

Procedure

  • This position is simultaneously open to internal and external candidates. In case of matching suitability, internal candidates are preferred;
  • An assessment or case may be part of the procedure.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,424.00 in 2024) will be taxed at a rate of 30.4% in payroll tax;
  • Participation in the pension fund is mandatory, including a personal contribution to it;
  • You are or will become a resident of the Caribbean Netherlands.
