Job description:
As a decision officer at IND CN, you will be responsible for deciding on residence applications and handle requests for Dutch citizenship. In addition, you handle appeals and conduct customer interviews.
Job duties
- You will process residence applications, assessing whether these applications are complete and meet the legal requirements. Based on the assessment, you will draw up an advice and draft decisions. In doing so, you study policy, applicable instructions, case law and relevant official reports in relation to the case in question;
- You analyse and consider the legal and substantive aspects of the application, weigh up the various interests, are able to make connections and conduct further investigation if necessary;
- You process applications for Dutch citizenship and examine the application, check the data for completeness and correctness and prepare the file that is sent to the Netherlands;
- You handle and advise on revocation and objection cases for which you schedule hearings, take minutes and draft the decisions on objections. You conduct simple immigration law proceedings in cases if necessary;
- You take minutes during internal consultations and assist in drafting memorandums, reports, opinions and any other official documents;
- You provide information and advice on immigration policy through various communication channels (orally, by telephone and by e-mail);
- You contribute to the adaptation of policy and/or regulations if necessary;
- You maintain internally and externally necessary functional contacts;
- You identify bottlenecks in working methods and think proactively about solutions and improvements;
The organisation
The unit, IND Caribbean Netherlands (CN), is part of the Directorate for Regular Residence and Naturalisation, one of the directorates of the Immigration and Naturalisation Service in the Netherlands.
The IND employees in the Caribbean Netherlands are formally employed by the CN Directorate, but the substantive management lies with the director RVN.
IND CN has the ambition to develop into a modern immigration service through digitisation, computerisation and further professionalisation, in which excellent service to our clients is paramount and the employees are proud of their work.

Job requirements
- You have a bachelor’s degree in a (social) legal field;
- The Document Control course (Doc 1) of the KMar or the Module Document Examination Municipalities of the Police Academy is a plus;
- You have knowledge of immigration policy and regulations;
- You have mastered various interview techniques, such as active listening and asking open questions;
- You have insight into logistical and administrative processes and understand the political/administrative and social context in which IND CN operates;
- You work in a structured and accurate manner;
- You are a team player and can also work independently and from work instructions;
- You are proactive, enterprising and have perseverance;
- You have a representative attitude and an open appearance;
- You are stress-resistant and able to change gear quickly;
- You have a good command of both spoken and written Dutch and English; good communication skills in Papiamentu and Spanish.

What do we offer?

An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES);
- A competitive salary in initial salary scale 9 and job scale 10 (minimum $3.121,-and maximum $4.644,-) for a 36-hour working week. Classification is based on knowledge and experience;
- Holiday allowance (8.33% of the annual income);
- 13th month’s salary (8.33% of the annual income);
- Vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours at a working week of 36 hours per week;
- A temporary appointment of one year, with the prospect of a permanent appointment with good performance and a positive assessment result;
- A relocation scheme for candidates responding from outside the island.

An assessment, case and/or reference check may be part of the procedure. This vacancy is opened simultaneously internally and externally, in the course of which the following order is taken into account in the selection:

- Residents of the Caribbean part of the Netherlands (external)

Appointment requirements

A Certificate of Good Conduct (VOG);

A medical examination for the purpose of admission to the pension fund (participation is mandatory, including a personal contribution).

The salary is in US dollars, the official currency in the Caribbean Netherlands;

The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($20,424 in 2024) is taxed at a rate of 30.4% in payroll tax;
