Job description
The Immigration and Naturalisation Service for the Caribbean Netherlands (IND CN) is a dynamic organisation which is constantly developing in order to keep providing excellent services. With a view to making this happen we are introducing a new position, which we are calling ‘Junior Decision Officer’.
In this role you will be responsible for processing regular residence applications. You may also be asked to deal with simple appeals and conduct interviews with clients.
In addition to your day-to-day duties, you will also be able to invest in your own professional development by attending training and courses. At the IND we believe in continuous learning and professional growth.
Duties
- You will process standard residence applications submitted by Dutch nationals and foreignnationals who want to settle in the Caribbean Netherlands for the purpose of employment or family reunification. You will assess whether these applications are complete and meet the legal requirements. On the basis of your assessment you will draw up (draft) decisions in which you grant applications.
- You will also analyse and consider the legal and substantive aspects of the application, weigh up the various interests and draft clear, legally sound decisions, including rejections where applicable.
- You will deal with and advise on standard objection cases and draw up (draft) decisions.
- You will identify bottlenecks in working processes and provide input in order to find solutions and make improvements.
The organisation
The IND Caribbean Netherlands (CN) unit is part of the Regular Residence and Dutch Citizenship Department, one of the departments of the Immigration and Naturalisation Service in the Netherlands.
IND staff in the Caribbean Netherlands are formally employed by the National Office for the Caribbean Netherlands, but day-to-day management is the responsibility of the director of the Regular Residence and Dutch Citizenship Department.
IND CN has the ambition to develop into a modern immigration service through digitisation, computerisation and continued professionalisation, whereby the main focus is on ensuring that our clients are provided with an excellent service by staff who are proud of their work.
We are currently in a process of change which is intended to improve our services. It is therefore important that you can cope with change and be flexible in a dynamic environment.
Job requirements
- You have a higher vocational education (HBO) level of professional and intellectual ability.
- You are able to work in a structured and accurate manner.
- You are a team player and can also work independently and on the basis of work instructions.
- You are proactive, enterprising and tenacious.
- You can cope with stress and are able to adapt quickly.
- You have a good verbal and written command of Dutch and English and preferably have good communication skills in Papiamento and Spanish.
- Knowledge of the immigration policy and regulations would be a definite asset.

What do we offer?
- A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
- A competitive salary in preliminary scale 8 or salary scale 9(of at least $ 2.741, - and at most $ 4.187, - per month), in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
- Holiday allowance (8.33% of the remuneration);
- A thirteenth month (8.33% of the remuneration);
- A vitality Allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a full-time employment (36 hour) per year;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
- A relocation package for candidates who react from outside Bonaire.
Procedure
An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:
- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
- You are or will become a resident of the Caribbean Netherlands.
