Job description

You are the liaison between the various organisations in the immigration chain in the Caribbean Netherlands. You know the immigration chain inside out and how the organisations in the immigration chain work. You often visit them and discuss the obstacles in their day-to-day operations and possible directions for solutions. Because you get a glimpse into everyone's kitchen, you understand the logistics and the challenges that the chain is facing. It is up to you to then sift out the common threads and, together with the partners, turn them into concrete action plans. You then support the chain partners in the implementation, you share your knowledge, and you monitor progress. Data from the dashboard assist you in this. You make adjustments where necessary and have no trouble escalating to move the process forward.

You translate agreements made by the immigration chain into concrete actions together with the chain partners. You do this in the areas of entry, admission, supervision, departure / deportation, but also when it comes to combating human trafficking / smuggling and the organisation of multidisciplinary checks. In doing so, you continuously look for opportunities to boost and strengthen the mutual cooperation. In this way, you contribute very concretely in this position to a more secure and incorruptible society within the Caribbean Netherlands.

As a Chain Coordinator, you work at the operational level. You also serve as the secretary of the strategic consultations. You stand shoulder to shoulder with the colleagues in the chain. You have regular operational meetings with the chain partners. You also join various working and administrative consultations with chain partners and chain-wide consultations. You liaise closely with colleagues from the Care and Safety House on Bonaire and the social workers on St. Eustatius and Saba. You work in liaison with the Migration Policy Directorate of the Ministry of Justice & Security (DMB J&V).

Your workplace is at the IND Caribbean Netherlands. You work from the office or from home or at one of the chain partners where you have a consultation that day. This way, you get to know the chain partners even better. The Chain Coordinator function has been placed with the IND CN. However, it is a hybrid position where the Chain Coordinator can be deployed by all chain partners of the immigration chain CN.

The activities are not limited to the Caribbean Netherlands. In the Caribbean, you also work with Curacao, Aruba, and St. Maarten (the CAS countries). In addition, in the Caribbean Netherlands, you are the advance post for the country coordinators Human Trafficking / Human Smuggling at the Ministry of Justice & Security in the European Netherlands.

The organisation

The Immigration and Naturalisation Service Caribbean Netherlands (IND-CN) is responsible for the implementation of the aliens’ policy on Bonaire, St. Eustatius, and Saba. The IND-CN handles applications for admission of foreigners and Dutch nationals (not being island children or tourists) who want to settle in the Caribbean Netherlands. The IND-CN also processes applications for extension of tourist permits and of admitted persons who want to become Dutch citizens.

 Job requirements

  • Your intellectual and professional ability is at least at the level of Higher Professional Education (HBO);
  • You have at least five years of work experience of which three years within the immigration chain;
  • You have work experience in the Caribbean;
  • You have guts, love to get to work, are a booster and an optimist, a go-getter but above all a networker with an eye for cultural differences;
  • You see through processes, systems, and associated interests and can influence them;
  • You are a connector, you are able to act (organisationally) independently, and you are genuinely interested in the roles and motivations of colleagues;
  • Your oral and written expression skills in Dutch and English are good. You speak Papiamentu. If you do not speak Papiamentu then you are willing to learn this.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 11 and job salary scale 12 a gross monthly salary between a minimum of $4.338,- and a maximum of $6.340,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the annual income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund (Participation is mandatory, including a personal contribution);
  • Dutch citizenship;
  • After appointment, you start on the 1st of May 2026 with a Hand Over / Take Over up to and including the 31st  of May 2026.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
