The organisation

The Commission Supervision Personal Data Protection (CBP BES) is the independent data protection supervisory authority for Bonaire, St. Eustatius and Saba. CBP BES supervises compliance with data protection legislation, carries out investigations, advises on laws and regulations, and takes enforcement action where necessary. In addition, CBP BES is committed to raising awareness of personal data protection. Job description

As a Legal Officer, you contribute to the performance of the statutory duties of CBP BES in the areas of supervision, investigation, advice and public information. You carry out legal activities independently, you support the Director-Secretary and the Senior Privacy and Enforcement Lawyer, and you make an active contribution towards supervisory and enforcement files and legislative opinions. You work as part of a small, professional team, you keep abreast of relevant developments in the field of data protection, and you apply these to the practical context of the Caribbean Netherlands. In addition, you act as the point of contact for legal matters and you maintain professional contacts with external parties.

Job responsibilities

Your activities include, among other things:

  • The assessment of signals and reports and the independent conduct of supervisory investigations, from preparation and fact-finding through to legal analysis and reporting;
  • The drafting of legal opinions, memoranda, letters and (draft) investigation reports;
  • The provision of input for supervisory and enforcement files, legislative opinions and policy documents, and the monitoring of progress and deadlines;
  • The monitoring and analysis of relevant laws and regulations, case law and national, Kingdom-wide and international developments;
  • The provision of contributions towards knowledge development, information provision and awareness-raising in the area of privacy and data protection;
  • The substantive support of the Director-Secretary and the Senior Privacy and Enforcement Lawyer, and collaboration with internal and external parties.

Job requirements

  • You completed a higher professional education (HBO) in Law or a comparable legal training and you, preferably, have at least three years of relevant legal work experience;

  • You have affinity with privacy and data protection; knowledge of privacy law, administrative law and/or supervision and enforcement is preferred;

  • You have an understanding of the administrative and social context of the Caribbean Netherlands;

  • You have excellent command of Dutch, in both the spoken and the written word, and good command of English and Papiamentu;

  • You must be of good character, given the independent and impartial nature of the role of CBP BES, as evidenced by the submission of a Certificate of Good Conduct (VOG).

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 10  and job salary scale 11 from a minimum of $3.775,- and a maximum of $5.612,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the gross monthly income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

Terms of appointment

  • Medical examination regarding mandatory registration for the pension fund (with a personal contribution);

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;

  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;

  • You are or will become a resident of the Caribbean Netherlands.
