Job description

As a team leader, you manage a team of no less than 30 professionals, working at various levels. The department is divided into the central administration, collection and supervision teams. You make sure that they can realise their targets and that their work is in line with the strategy of B/CN. You have an eye for the relationship and cooperation within your team and at the same time you do not lose sight of the interests of the organisation. It is important that you focus on cooperation, characterised by connection, trust and mutual respect.

Thanks to your experience with and knowledge of taxation, you know better than anyone how the supervision and enforcement process in the chain operates. Moreover, you are a sparring partner in case of tax problems and supervisory issues. You also work closely with two fellow team leaders, technical colleagues and the director. You also have an external role, holding discussions at management level with (external) clients and chain partners. In addition, you are the system owner of the collection systems and a client of the information management department.

You are responsible for staff management, with an eye for employee development. Together with your team, you continuously strive for higher customer satisfaction and process optimisation across the entire process chain. You have an eye for quality in your work, you have experience with process-oriented work and ICT processes.

As a team leader, you report directly to the director, and you are a member of the management team. In this role, you contribute to the strategy and policy development of your department and the organisation.


Belastingdienst Caribisch Nederland (Tax Office Caribbean Netherlands, B/CN), with 110 employees, is responsible for taxation, supervision and collection of the national taxes and the implementation of the tax, customs and excise legislation within the islands of Bonaire, St. Eustatius and Saba. The legislation and regulations differ from those in the European Netherlands and other Caribbean parts of the Kingdom. There are offices on all three islands. B/CN is part of the Dutch Belastingdienst/Douane (Tax Office/Customs). Meanwhile, B/CN has a wide range of (online) services operational and is leading in the field of ICT for the government in the region.


The collection and supervision department is responsible for, among other things, the assessment of tax returns, the checking of administrations on tax interests, the provision of administrative support, the imposition of assessments, the desk traffic, and the handling of notices of objection and appeal.

Job requirements

  • HBO+ (Higher Professional Education Plus) or WO (University Education) diploma, preferably in a tax specialisation;
  • At least five years of demonstrable, relevant work experience;
  • Knowledge of the field of expertise;
  • Demonstrable management qualities;
  • Managerial experience, preferably in an administrative environment;
  • Knowledge of, as well as experience in, the application of legislation and regulations in the discipline;
  • Excellent command of the Dutch and English language, command of Papiamento is preferred;
  • Experience in the ICT commissioning practice;
  • Skills in the correct application and accessibility of specific knowledge.

What we offer

  • An appointment in conformity with the Rechtspositiebesluit ambtenaren BES (Legal Status (Civil Servants) Decree BES);
  • A salary in conformity with the market, in preliminary scale 12 and job scale 13, of at least $ 3,960.00 and at most $ 5,728.00 per month based on a 36-hour working week (assignment to a pay scale based on knowledge and experience);
  • A 13th month (8.33% of the remuneration, with a minimum amount of $ 1,750.00 gross);
  • Holiday allowance (8.33% of the remuneration);
  • A good pension facility placed with PCN;
  • 168 holiday hours based on a 36-hour working week
  • A temporary appointment of one year with the prospect of a permanent appointment, on the basis of BES legislation, satisfactory performance and a positive assessment;

  • The salary is in US dollars; the official currency.
  • The Caribbean Netherlands has its own tax regulations. The income exceeding the tax-free allowance, i.e. an amount of $12,198.00 for the year 2022, is taxed at a rate of 30.4% on account of wage tax.
  • Membership of the pension fund is mandatory, including a relevant personal contribution.
  • You are, or become, a resident of the Caribbean Netherlands.
