As a Team Leader, you lead a team of no less than 20 employees, handling all types of available tax revenues. The department is responsible for, among other things, the assessment of tax return forms, auditing of administrations on tax interests, the provision of administrative support, the imposition of assessments, the customer contact, and the handling of notices of objection and appeal.

The department is currently undergoing a major development in which professionalisation, good cooperation, and high quality of execution are key. This requires a strong and purposeful leader who provides structure, improves performance, and motivates employees to make the best use of their talents.

So it is important that you: 

  • manage to achieve a professional, constructive, and performance-oriented work culture;
  • set clear frameworks and ensure compliance with agreements and responsibilities;
  • stimulate team development and (re)build a culture of cooperation and trust;
  • ensures the quality and effectiveness of monitoring and levy processes;
  • conduct management-level discussions with internal and external stakeholders.

Finally, you are not afraid to make decisions and are good at staying the course, even when it provokes resistance. At the same time, you understand the importance of connection and communication. You know how to motivate and engage your team in changes, but do not shy away from cutting knots where necessary. To make this happen, you work closely with the director, fellow team leaders, and subject matter experts.

Duties and responsibilities

  • provide direction to the team and ensure objectives are met;
  • bring structure to working practices;
  • promote professional and constructive cooperation;
  • monitor proper application of tax legislation and regulations and report signals for monitoring and enforcement;
  • assume responsibility for the human resources management, including personal development of employees.

What do you bring along?

  • Your intellectual and professional ability is at the level of Higher Professional Education (HBO) or University Education (WO), demonstrable by a degree, preferably in a tax, legal or business administration curriculum;
  • At least five years of demonstrable managerial experience, preferably within an administrative or government environment;
  • Affinity with tax legislation;
  • Experience in change management and team development;
  • Excellent communication skills;
  • Command of Dutch and English, Papiamento is a strong preference.

What do we offer?

  • A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
  • A competitive salary in preliminary scale 12 or salary scale 13 (of at least $ 4.801, - and at most $ 6.785, - per month),  in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a full-time employment (36 hour) per year;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
  • A relocation package for candidates who react from outside Bonaire.

* This position can be performed on an interim basis, whereby the ARVODI-2028 regulations are in effect.

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Appointment requirements

  • A Certificate of Good Conduct (VOG); A medical examination;
  • A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
