Job description
The Supervision team is a separate unit within the Taxation & Supervision Department and is run by the department's Team Leader*. The coordinator is responsible for managing members of the Supervision team from an operational perspective.
The Team Coordinator plays a key role in the process of promoting compliance with the rules that apply to taxation in the Caribbean Netherlands. When performing the tasks it is important to take account of the differences that exist between the three islands of Bonaire, St. Eustatius and Saba, as well as the size of the different communities. Supervision is an integral part of the administration, taxation, supervision and collection chain, and it also applies to Customs Caribbean Netherlands (Douane CN). The various processes are described and safeguarded in the form of work instructions. As a coordinator you will help to optimise those processes. You will also act as an advisor to the director and management team, for example in the area of policy and strategy.
* The number of staff members the Taxation & Supervision team leader is responsible for is going to be evaluated soon (span of control). That is why the person who fulfils this role will continue to report to the B/CN director for the time being. The new coordinator will be a temporary member of the operational management team and will be responsible for the implementation of the supervision plan for Customs Caribbean Netherlands and the integration of tax and customs processes. The definitive post will be formalised in the Organisation & Staffing Report (Organisatie & Formatierapport 2025).
The coordinator's duties include the following:
- You will be responsible for drafting a multi-year vision of the supervision process and for translating it into annual supervision plans, which will then be developed into concrete assignments for the members of the Supervision Team.
- As a controller you will be responsible for achieving the set targets.
- You will ensure that a comprehensive approach is adopted to audits.
- You will manage and supervise the Supervision and Tax Surveillance staff and will be responsible for ensuring their professional knowledge when it comes to relevant audits.
- You will be the point of contact for external enforcement partners, including the Fiscal Intelligence and Investigation Service (Fiscale inlichtingen- en opsporingsdienst, FIOD).
- You will be responsible for registrations under the Reporting, Settlement Penalty and Prosecution Guidelines (ATV-richtlijnen).
- You will advise the board and the management team, on request and voluntarily, on strategic (supervision) options, whereby the main focus will be on integrity, supervision and sustainability.
Organisation
The Caribbean Netherlands Tax and Customs Administration (Belastingdienst Caribisch Nederland, B/CN) is part of the Dutch Tax and Customs Administration. B/CN has around 130 employees and is responsible for levying tax, supervision and the collection of state taxes, as well as the implementation of the taxation, customs and excise legislation on the islands of Bonaire, St. Eustatius and Saba. The legislation and regulations in question are different to those of the European Netherlands and other Caribbean parts of the kingdom. There are offices on all three islands.

Job requirements and profile
- A university level of professional and intellectual ability and preferably a degree in accountancy from a university (of applied sciences).
- At least three years' experience in a similar job.
- Knowledge of taxation matters and the area of expertise.
- Extensive experience with audit techniques.
- Knowledge, and experience with the application, of legislation and regulations in the specialist field.
- Demonstrable leadership experience and capacities, with a focus on team development and change management.
- An excellent command of both Dutch and English, whereby a command of Papiamento would be a definite asset.
- Experience with working in various cultures would also be a definite asset.

What do we offer?
- An appointment in accordance with the Rechtspositiebesluit Ambtenaren BES (BES Civil Servants (Legal Status) Decree);
- Een marktconform salaris, in aanloopschaal 11 / functieschaal 12 (minimaal $ 4.111,- en maximaal $ 6.009,- bruto per maand), bij een werkweek van 36 uur. Inschaling vindt plaats op basis van kennis en ervaring; A competitive salary in preliminary scale 11 or salary scale 11 (of at least $ 4.111,- and at most $ 6.009,- per month), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday allowance (8.33% of remuneration);
- A thirteenth month (8.33% of the salary);
- A vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a 36-hour working week;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result;
- A relocation scheme for candidates who respond from outside the island.

Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund ( participation is mandatory, including a personal contribution);
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance of $21,373 in 2025 will be taxed at a rate of 30.4% in the first bracket, up to an income of $51,250. In the second bracket, a tax rate of 35.4% applies.
- You are or will become a resident of the Caribbean Netherlands.
