The supervision team is part of the Taxation & Supervision department which is responsible for, among other things, the service desk and accounts, assessing returns, imposing tax assessments, auditing business accounts and dealing with objections and appeals.

Your duties

Whenever you start an audit, you will begin with a preliminary investigation, which means collecting internal and external information. You will establish what kind of business you are dealing with, the quality of the annual accounts and whether, upon initial inspection, the tax returns are accurate. You will identify fiscal risks and consult with immediate colleagues, as well as with colleagues who have expertise in different kinds of taxation, such as payroll tax, general expenditure tax, revenue tax and income tax.

You will then put together an audit programme and head out to visit the business in question. When you return to the office you will use all the information obtained and the (digital) financial records to assess the acceptability of the submitted tax returns. During this process you will be in regular contact with the entrepreneur or tax advisor. Finally you will write a clear audit report which is based on your findings and which brings everything together and, if necessary, you will ensure that tax assessments are imposed.

In addition to performing audits, you may also be asked to work on data analyses, desk audits and activities with chain partners.

In short, this is a varied role with important responsibilities, and much will be expected of you.

Organisation

The Caribbean Netherlands Tax and Customs Administration (BCN) is responsible for levying and collecting state taxes, ensuring compliance and implementing taxation, customs and excise legislation on the islands of Bonaire, St. Eustatius and Saba.

With offices on all three islands and a growing range of digital services, the organisation is constantly working to provide an accessible and reliable public service.

Job requirements

  • You are studying, or have completed your studies, at higher vocational education level (HBO), preferably in business economics, accountancy or a similar course. Alternatively, you have a relevant MBO-4 diploma, supplemented with HBO level certificates.
  • You have up-to-date knowledge of, and experience with, the (digital) auditing of financial records and the corresponding legislation and regulations.
  • Experience in a tax-related job would be a definite asset!
  • You are able to communicate clearly and professionally in Dutch, both in writing and verbally. You are preferably proficient in Papiamento, English or Spanish as well.
  • You are able to see the bigger picture and know how to approach cases from a broader perspective, while taking account of the different kinds of taxation and processes.
  • If you have not studied a relevant degree course, we expect you to have at least three years of work experience in a similar job.

What do we offer?

  • A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
  • A competitive salary in preliminary scale 8 or salary scale 9(of at least $ 2.741, - and at most $ 4.187, - per month),  in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
  • Holiday allowance (8.33% of the annual income);
  • A thirteenth month (8.33% of the annual income);
  • A vitality Allowance;
  • A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours in case of a full-time employment (36 hour) per year;
  • A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
  • A relocation package for candidates who react from outside Bonaire.

Procedure

An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:

  • Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
  • Residents of the Caribbean part of the Netherlands (external);
  • Other candidates (external);

Appointment requirements

  • A Certificate of Good Conduct (VOG);
  • A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
  • Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands

  • The salary is in US dollars which is the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
  • You are or will become a resident of the Caribbean Netherlands.
