The organisation

Belastingdienst Caribisch Nederland  (B/CN) is responsible for the levy, supervision and collection of the Rijksbelastingen (state taxes) and the implementation of the Tax, Customs and Excise Legislation on the islands of Bonaire, St. Eustatius and Saba. There are offices on all three islands. B/CN is part of the Dutch Tax Office/Customs. Meanwhile, B/CN offers a wide range of (online) services, including operational support, and is leading the way in the area of ICT for the public sector in the region.

Belastingdienst Caribisch Nederland (B/CN) is responsible for the implementation of tax legislation and customs duties in the Public Entities of Bonaire, St. Eustatius and Saba. As part of the Dutch Tax Administration, B/CN is responsible for the lawful, efficient and customer-oriented levying and collection of central government taxes, including the algemene bestedingsbelasting (general expenditure tax), loonbelasting (payroll tax), inkomstenbelasting (income tax), vastgoedbelasting (property tax), overdrachtsbelasting (transfer tax), kansspelbelasting (gambling tax) and opbrengstbelasting (revenue tax).

Job description

As an Operations Officer, you play a key role in the interaction with citizens and businesses and you ensure that operations run smoothly. The Business Operations Department is responsible for the financial administration and reporting, the financial planning, AO/IC and information management for the whole of B/CN.

As an Operations Officer, you hold a role involving considerable responsibility, in which you are in direct contact with internal and external customers. Transparency, collaboration and working on the basis of trust are central to your work, and you have a strong sense of justice.

Job responsibilities

  • The assessment, verification, registration and processing of (bank) documents and financial data for the benefit of the financial and accounting records;
  • Maintaining (informative) contact with supply chain partners on financial and administrative matters, where necessary;
  • The provision of financial information to colleagues;
  • Carrying out financial and administrative tasks and being responsible for the implementation of processes for the Guardianship Council, the SZW Unit and the OLB;
  • Carrying out other (supporting) administrative tasks as required;
  • The monitoring of the progress of the registration of the data to be processed and, where necessary, sending timely reminders and/or informing the (coordinating) employee and/or manager;
  • Managing the (digital) archiving of the relevant documents;
  • The provision of information and statements based on the financial records kept;
  • Looking after the computerised (partial) administration, including the collection, registration and processing of data;
  • Providing support during the examination, analysis and reproduction of system faults and application issues in the automated systems in use.

Job requirements

  • Completed training at the level 4 of Senior Secondary Vocational Education (MBO);
  • Accounting knowledge and understanding;
  • Knowledge of financial accounting systems;
  • Knowledge of relevant financial guidelines and procedures;
  • Excellent communication skills, both verbal and written (Dutch and English), with Papiamento being preferred.

What do we offer?

  • An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
  • A salary in line with the market, in initial salary scale 6 and job salary scale 7 from a minimum of $2.282,- and a maximum of $3.470,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
  • A holiday pay (8.33% of the gross monthly income);
  • A13th month (8.33% of the annual income);
  • Vitality allowance;
  • A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
  • 182 holiday hours based on a work week of 36 hours;
  • A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
  • A relocation scheme for applicants not living in the island.

  • The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
  • The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
  • You are or will become a resident of the Caribbean Netherlands.
