What are the duties of the Belastingdienst Caribisch Nederland (BCN)?
We are responsible for levying and collecting state taxes, ensuring compliance and implementing customs and excise legislation on the islands of Bonaire, St. Eustatius and Saba. We have offices on all three islands and together we are part of the Dutch Tax and Customs Administration.
As an intensive collections officer you will work on dossiers with substantial payment arrears. You will make sure that the issues get the attention they need. You will interact with individuals and entrepreneurs who are sometimes facing financial difficulties.
You will work independently on complex collection dossiers and implement the right measures to collect debts. You have thorough knowledge of the rules and will apply them properly, while also considering people's personal situations. You will look for solutions that work in the long term and arrange follow-up steps, for example after a forced sale (auction).
You will have a lot of contact with people who have tax debts and will work together with colleagues to ensure that recovery takes place fairly and efficiently. You will also actively help to achieve the department's goals and participate in projects to that end. You will arrange EPs (Education Permanent)., assist your colleagues and contribute to reports and work instructions. You will be expected to be independent, proactive and assertive.
In this role you will be working on the dossiers that require a tailormade approach. You will use your legal knowledge in conjunction with your capacity to empathise with others. By doing so you will always know how to find the right tone in any conversation or situation.
What will you be doing?
- You will study complex and intensive collection dossiers and take appropriate action.
- You will consult with taxpayers, administrators, advisors and other third parties for private individuals and entrepreneurs.
- You will identify fraud, reoffending or other risk factors.
- You will decide on the follow-up steps for the measures to be taken.
- You are the link between the bailiffs, debt collectors and specialist professionals.
- You will coordinate projects and help to ensure that set targets are achieved.
- You will draft instructions and policy.
- You will provide information and give presentations to various parties.
- Your role will also entail providing information to colleagues from the other teams and other units.
- You will carry out duties relating to chain and directors' and officers' liability.
- You perform debt collection related supervision tasks.

Job requirements
- A higher vocational education level of professional and intellectual ability, as proven by a relevant degree and work experience.
- A minimum of three years of relevant work experience.
- You have knowledge of debt collection legislation and taxation processes, or are willing to undergo the appropriate training.
- A good command of both spoken and written Papiamentu and Dutch. A command of English and/or Spanish would be a definite asset.
- You communicate clearly, tactfully and know how to handle uncooperative clients.
- You are prepared to work as necessary on St. Eustatius and/or Saba.
- You have a feeling for relationships in society and are able to work honestly and accurately.
What do we offer?
- A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year. Opportunity for a permanent position following the approval of the O&F report;
- A competitive salary in preliminary scale 9 or salary scale 10 (of at least $ 3.121, - and at most $ 4.644, - per month), in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
- Holiday allowance (8.33% of the annual income);
- A thirteenth month (8.33% of the annual income);
- A vitality Allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a full-time employment (36 hour) per year;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
- A relocation package for candidates who react from outside Bonaire.
Procedure
An assessment, case and/or reference check may be part of the procedure.
The following order is taken into account in the selection:
- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
