The Organisation
Belastingdienst Caribisch Nederland (B/CN) is responsible for the implementation of tax legislation and customs duties in the Public Entities of Bonaire, St. Eustatius and Saba. As part of the Dutch Belastingdienst, B/CN is responsible for the lawful, efficient and customer-oriented levying and collection of central government taxes, including the algemene bestedingsbelasting (general expenditure tax), loonbelasting (payroll tax), inkomstenbelasting (income tax), vastgoedbelasting (property tax), overdrachtsbelasting (transfer tax), kansspelbelasting (gambling tax) and opbrengstbelasting (revenue tax).
Customs Caribbean Netherlands oversees the import and export of goods, as well as compliance with national and international regulations governing excise duties, import duties and prohibited or restricted goods. In addition, Customs contributes to the safety and integrity of society by preventing smuggling, illicit trade and other forms of cross-border criminality.
Job description
Belastingdienst Caribisch Nederland (B/CN) is looking for a Deputy Director who, together with the Director and the Management Team, will steer the further professionalisation of the organisation. You are joining the organisation at a crucial moment; it is facing significant societal challenges, growing expectations regarding digitalisation and risk control, and the need for organisational stability and clear leadership.
As the Deputy Director, you will help to shape this new role within the organisation. You will support the Director in the overall management of B/CN - including Customs Caribbean Netherlands - and you actively contribute to the continuity, cohesion and further professionalisation of the organisation. As the formal deputy to the Director, you play a key role in ensuring administrative stability and effectiveness.
You manage the Team Leaders for the overhead domains of business operations, information management / information provision (IM/IV) and services. The Management Assistant and the Policy Support Officer also report directly to you.
The various domains are at different stages of development. You ensure coherence, clear priorities and a workable balance between strategic ambitions and tactical and operational realities. You encourage a service-oriented attitude amongst staff and have a keen eye for what is possible within the financial frameworks. In doing so, you constantly monitor the balance between quality, continuity and development. You ensure that the fundamentals remain in order and that continuity is guaranteed, and from there you look for opportunities for optimisation, innovation and the realisation of ambitions.
Job responsibilities
Your task is twofold: to safeguard what must remain in place and to build what is needed for the future. This requires, inter alia, that you:
- Work with the Management Team and the Team Leaders to enhance professionalism and ensure a clear division of roles;
- Facilitate the various teams and empower the staff involved;
- Manage on business operations, IM/IV and services in an integrated manner;
- Translate development and digitalisation tasks and provide guidance and direction to staff in this area;
- Oversee governance, risk control and compliance;
- Strengthen, in consultation with the Director, cooperation with (external) partners;
- Act as a strategic sparring partner for the Director on organisation-wide and governance issues, and act as their deputy;
- Move effortlessly between the strategic and tactical levels and translate complex issues into clear choices and actionable steps for the organisation and its staff.
Job requirements
- Intellectual and professional ability at the level of university education (WO), preferably in business administration, public administration or organisational development;
- Extensive managerial experience within an implementing organisation;
- Demonstrable experience in integrated management of business operations and change initiatives;
- An understanding of finance, information management, digitalisation and services;
- Experience with people-centred management;
- Administrative and cultural sensitivity, and a clear vision of governance and collaboration;
- Leadership with an eye for context, culture and community;
- Excellent communication skills in Dutch and English; command of Papiamento is a major advantage.

What do we offer?
- An appointment in conformity with the Rechstpositiebesluit Ambtenaren BES (BES Legal Status of Civil Servants Decree);
- A salary in line with the market, in initial salary scale 13 and job salary scale 14 from a minimum of $5.884,- and a maximum of $8.037,- based on a work week of 36 hours. A pay grade based on knowledge and experience;
- A holiday pay (8.33% of the annual income);
- A13th month (8.33% of the annual income);
- Vitality allowance;
- A pension plan administered by Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours based on a work week of 36 hours;
- A temporary appointment of one year with the prospect of a permanent appointment in case of good performance and a positive appraisal;
- A relocation scheme for applicants not living in the island.

- The salary is paid in American dollars, the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance $21,956 in 2026 is taxed at 29.4% in the first bracket (up to an income of $53,198). A tax rate of 38.4% applies to the second bracket;
- You are or will become a resident of the Caribbean Netherlands.
