Belastingsdienst Caribisch Nederland (B/CN) is responsible for the levy, supervision and collection of state taxes and the implementation of tax, customs and excise legislation on Bonaire, St. Eustatius and Saba. With offices on all three islands and innovation of the services, B/CN is part of the Dutch Tax and Customs Administration.
The collection of tax revenues is a challenging task. As a Collections Officer, you ensure that the tax debtor pays in a timely fashion. You implement collection measures for a group of taxpayers, both private individuals and entrepreneurs.
Sometimes, citizens or businesses may have difficulty meeting their tax obligations for various reasons. As a Collector, you carefully assess these situations and work with the citizen or entrepreneur to find an appropriate solution that complies with the legislation and regulations. With your accumulated knowledge and approach, you know how to get the best results from every situation.
You work independently on all collection aspects of your files and you are also involved in more complex files. Together with your colleagues, you work on a fair and efficient implementation.
What are you going to do?
- You conduct discussions with tax debtors and conclude payment schemes with private individuals and entrepreneurs;
- You maintain close contact with external parties such as advisers and third parties;
- You implement collection measures, including in complex files such as liability claims;
- You contribute to reports and policy proposals;
- You provide information and presentations to various parties;
- You contribute to larger (collection) projects and to policy and implementation processes with specialist input.

Job requirements
- Intellectual and professional ability at the level of at least Senior Secondary Vocational Education (MBO) level 4+ or Higher Professional Education (HBO), demonstrable by means of a diploma;
- At least three years of relevant work experience;
- Experience with customer contact in a service-providing role;
- Excellent communication skills;
- Good command of the Papiamentu and Dutch language, both in the spoken and in the written word, command of English and/or Spanish is preferred;
- Good digital skills, including working with (collection) systems and Microsoft Office;
- Willingness to potentially be deployed on Sint Eustatius or Saba;
- Experience with planning, organisation and progress control.
What do we offer?
- A temporary appointment in conformity with the Rechtspositiebesluit ambtenaren BES (BES Civil Servants Legal Position Decree) for the duration of one year, with the option of renewal;
- A competitive salary in preliminary scale 8 or salary scale 9(of at least $ 2.741, - and at most $ 4.187, - per month), in case of a 36-hour working week. Assignment to a pay scale takes place based on knowledge and experience;
- Holiday allowance (8.33% of the annual income);
- A thirteenth month (8.33% of the annual income);
- A vitality Allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a full-time employment (36 hour) per year;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result
- A relocation package for candidates who react from outside Bonaire.

The following order is considered in the selection:
- Official RCN staff on Bonaire, Sint Eustatius and Saba (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external);
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund; participation is mandatory, including a personal contribution to it;
- Dutch citizenship.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands;
- The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($21,373 in 2025) will be taxed at a rate of 30.4% in payroll tax in the first bracket; In the second bracket, a tax rate of 35.4% applies.
