Every year, the Customs/Tax Office Caribbean Netherlands (B/CN) receives well over $200 million in taxes, excise duties, and premiums. Over the past 13 years, the service has developed into a data-driven organisation within the Caribbean Netherlands. Citizens and businesses mostly file their tax returns online. The Administrative Organisation (AO) and Internal Control (IC) are at a a high level at B/CN. In the coming years, the organisation faces a number of major challenges that affect the Information Management (IM), the Operational Management (in particular AO/IC), and the services.
What are you going to do?
As the CFO you are responsible for the budget and the continued improvement of the taxation and tax revenues. Together with the IM and Operational Management Teams, you ensure that the financial and information management processes run smoothly in order that team leaders can manage the primary processes effectively. You safeguard sufficient additional budgets to realise the necessary challenges in the field of IM as laid down in the ambition for 2030 and the obligations arising from the projects of the Central Government.
A new digital accounting system is being implemented in 2025. In addition, the further development of the AO/IC is an important topic for the entire Tax Office/CN, including Customs. You are responsible for guiding this further development and you raise the AO/IC to a higher level.
As the CFO, you ensure that B/CN is ready for the challenges in the area of ICT in 2025, e.g. the implementation of DigiD and the Citizen Service Number (BSN), including the integration with key registers yet to be developed. The most important challenge for the IM Team is to further continue the digital services and the redesign of the application landscape. It is your job to ensure that the digital tax and customs applications run smoothly. You also work with the team leaders on the innovation of these systems, based on analyses by the IM Team. In addition, you are responsible for the management, the implementation, and the usability of information for controlling the core processes of the Tax Office (levying, auditing, and collecting).
You provide a strategic and operational translation of digitisation into the financial and business processes, and you work closely with the Lead Information Manager on the further development of the application landscape.
* The position of CFO at B/CN is a strategic key position. Initially, this role focuses exclusively on the CFO tasks. The decision on the expansion to Deputy Director is made by the board of directors of B/CN, in consultation with other relevant stakeholders, by Q3 of 2025 at the latest.
What do we require?
- Professional and intellectual ability at an academic level, demonstrated by a university degree or a completed training at the level of Higher Professional Education Plus (HBO+), with additional certifications and demonstrable experience at university level;
- Demonstrable financial expertise, including budget management, financial reporting, and tax processes. At least five years of demonstrable managerial experience in a strategic financial position, with a people-oriented management style appropriate for the Caribbean context that stimulates development and performance both within and beyond operational management;
- Solid experience and affinity with tax and other relevant legislation and regulations;
- Demonstrable knowledge of and experience with steering, organisational issues, and transition management, in which knowledge and experience with the implementation of ICT processes is important;
- Knowledge of and experience with mass customer processes and risk management;
- Demonstrable knowledge of methods and techniques related to operational management activities;
- Excellent command of Dutch, English, and preferably Papiamento.

What do we offer?
- An appointment in accordance with the Rechtspositiebesluit Ambtenaren BES (BES Civil Servants (Legal Status) Decree);
- A competitive salary in salary scale 14 (gross monthly salary of at least $6,268 and at most $7,618), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience;
- Holiday allowance (8.33% of remuneration);
- End-of-year bonus month (8.33% of remuneration);
- Vitality allowance;
- A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
- 182 holiday hours in case of a 36-hour working week;
- A temporary appointment of one year with the prospect of a permanent appointment for good performance and a positive assessment result;

Procedure
An assessment (potentially a partner assessment), case, and reference screening are part of the procedure.
The following order is taken into account in the selection:
- Official RCN staff on the BES Islands (internal);
- Residents of the Caribbean part of the Netherlands (external);
- Other candidates (external).
Appointment requirements
- A Certificate of Good Conduct (VOG);
- A medical examination for admission to the pension fund;
- Dutch citizenship;
- A positive result of the security screening at level A.
Good to know for those interested outside the Caribbean Netherlands
- The salary is in US dollars which is the official currency in the Caribbean Netherlands.
- The Caribbean Netherlands has its own tax regulations. Income exceeding the tax-free amount of $21,373 in 2025 is taxed in the first bracket, up to an income of $51,250, at 30.4%. In the second bracket, a tax rate of 35.4% applies.
