On Thursday, 18 December 2025, the trade unions in the sector consultation (ABVO, ACOM, NAPB and STrAF) and the director of RCN, as chair of the sector consultation, made further agreements about the employment terms for government employees working for Rijksdienst Caribisch Nederland (RCN). This fulfils an agreement made in the ongoing collective labour agreement.
Salaries
The percentage by which salaries will be increased starting in January 2026 will be changed from 1,5 percent to 5,5 percent, with the additional agreement that this salary increase will amount to at least UDS 150,- gross for each employee (prorated based on working hours). With this, the employer and the unions are expressing the generally felt desire to further improve the income position of employees in the first segment of the salary structure. Salary related allowances will increase by the same percentage.
Allowance irregular hours
From 2026 on, employees who work on a roster will retain the allowance for irregular working hours even when taking vacation leave.
Pension
The amount above which no pension is accrued (capping limit) will be increased by 5,5% with effect from 1 January 2026, instead of the previously agreed 1,5%, to USD 59.750.
Consultation
The consultation also addressed ambitions regarding life-phase-aware personnel policies, including parental leave. The discussions were constructive and will require further elaboration in 2026.
Background
In December 2023, the trade unions and the director of RCN reached a labour conditions agreement for the period 2024-2026. At the time, it was agreed to hold further consultations when financial resources became available.
This agreement was first implemented in December 2024 in an addendum. The agreements now made in the second addendum will apply starting in January 2026.
