Declaration of Intent for Changing Sanction Implementation in the Caribbean Netherlands: Towards More Effective Reintegration

In a collective effort to improve the effectiveness of reintegration for offenders in the Caribbean Netherlands, an important declaration of intent was signed during a successful chain session on 11th. of September. This declaration marks a significant step forward in the reintegration and resocialization policy in the Caribbean Netherlands and highlights the commitment of involved parties to bring about sustainable change.

The declaration of intent is signed by representatives of the Public Entity of Bonaire, criminal justice chain partners, and implementation organizations active in the field of reintegration and/or resocialization. This collaboration aims to strengthen the cooperation between the various chain partners, the Public Entity, and implementation organizations with the goal of optimizing the reintegration of offenders.

Benefits of the Changing Sanction Implementation:

  1. Increased Reintegration Effectiveness
By adopting a more integrated approach where offenders are prepared for their return to society even during their detention, the likelihood of successful reintegration is significantly increased. This includes targeted training, interventions, and support in building a social network.
  2. Reduction in Recidivism
A key aspect of the new sanction implementation is the intensive investigation into the causes of recidivism and the implementation of measures to reduce it. With the help of electronic monitoring and targeted guidance, the risk of repeat criminal behavior is significantly reduced.
  3. Tailored Support
The changing sanction implementation emphasizes tailored support for offenders, taking into account their personal circumstances, risks, and needs. This leads to more effective support and better chances for successful reintegration.
  4. Improved Information Sharing
By enhancing information provision and ensuring that crucial data accompanies offenders throughout their journey, chain partners can collaborate more effectively and respond more adequately to the needs of the offenders.
  5. Strengthening of Social Support
By placing greater emphasis on communication and increasing societal understanding of the reintegration processes, the social support for this changing sanction implementation is strengthened. This contributes to a safer and more supportive environment for both offenders and increased understanding from the community.

Forward-Looking Collaboration
The signing of this declaration of intent marks not only a milestone in the cooperation between the involved agencies but also a new phase in the approach to reintegration in the Caribbean Netherlands. By working together towards more effective sanction implementation and reintegration, the goal is to create a society where offenders have better opportunities and can contribute to a safer community.
