Unions and RCN make additional agreements regarding the ongoing collective labour agreement

On Wednesday, the 11th of December 2024, the trade unions in the sector consultation (ABVO, ACOM, NAPB, and STrAF) and the director of RCN, as chair of the sector consultation, reached further agreements about the employment terms for government employees working for Rijksdienst Caribisch Nederland (RCN). This fulfils an agreement made in the ongoing collective labour agreement.

Salaries
During the term of the current collective labour agreement, RCN employees will receive a one-time payment of USD 500 net on four occasions:

  • January 2025
  • August 2025
  • January 2026
  • August 2026

This is separate from the agreements made in the previously negotiated labour conditions agreement, including salary increases for 2025 and 2026.
In the lowest four salary scales, the lowest step (currently USD 1,770) will be removed, ensuring the starting salary is well above the legal minimum wage.

Pension
The income threshold (cap) above which no further pension is accrued will be increased by 1.5% and again by 1.5% in January 2026.

Leave
The basic number of vacation hours for full-time employees will increase from 168 hours to 182 hours (pro-rata for part-time employees). As a result, the number of leave hours that an RCN employee can sell each year will increase to 50 hours.
Parental leave for partners will increase to 2.5 days.

Vitality
RCN will initiate activities in the coming year to promote vitality in a broad sense and will also support individual efforts. Therefore, each employee will receive USD 30 net per month to be freely spent on a vitality-related goal. This amount will be doubled if the employee is also actively and demonstrably engaged in vitality and health, which can be proven through a gym subscription or membership in one or more sports associations.

Background
In December 2023, the trade unions and the director of RCN reached a labour conditions agreement for the period 2024-2026. At that time, it was agreed to hold further consultations when financial resources became available.

The agreements will apply starting in January 2025, unless otherwise specified.
