Consultation on supervisory strategy ACM Telecom Caribbean Netherlands
The Netherlands Authority for Consumers and Markets (ACM), together with the National Service for Digital Infrastructure (RDI), is responsible for the supervision of telecom providers in the Caribbean Netherlands. The ACM is responsible for supervising the rates of telecom service providers in the Caribbean Netherlands. In addition, ACM is responsible for issuing telephone numbers. The ACM can also decide in the event of a dispute between telecom providers.
Why does ACM have a new supervisory strategy?
The Ministry of Economic Affairs and Climate (EZK) has modernized and harmonized the legislation and regulations that the ACM must monitor. For example, the Commissioned Services Decree was amended in 2020 so that rules now also apply to the provision of internet services. In addition, on August 7, 2023, the Ministry of Economic Affairs and Climate Policy adopted the General Guidelines Decree for Holders of a Concession Act on Telecommunications Facilities BES (BARC). Based on this latest decision, which will come into effect on September 1, 2024, the ACM monitors, among other things, the development of telecom rates in the Caribbean Netherlands based on a new assessment framework. This requires a new supervisory strategy from the ACM.
What does the supervisory strategy contain?
The ACM telecom telecom Caribbean Netherlands supervisory strategy explains how the ACM intends to carry out its supervision of the BARC in the coming years and what objectives it pursues. This describes which documents telecom providers must provide and what requirements they must comply with. In addition, this supervisory strategy highlights several developments that could (possibly) influence telecom services and supervision.
