On behalf of the Minister of Justice and Security, the JICN carries out the prison sentences and measures imposed by the court. The location on Bonaire is both a house of detention and a prison for Bonaire, St. Eustatius, and Saba, with a total capacity of 113 places for men, women, foreign nationals, and young persons.

Within the Correctional Institution Caribbean Netherlands (JICN), people are working on structure, safety, and development on a daily basis. From day one, work focuses on return. This is done through work, counselling, and clear boundaries and arrangements.
Since 10 October 2010, the JICN has been part of the Custodial Institutions Agency (DJI). The JICN works on secure imprisonment, restoration of the legal order, the prevention of recurring criminality (recidivism), and prospects for return.
Together with partners like the police, Public Prosecution Services, Probation Office, Forma, and care organisations this preparation already starts during the detention. For instance, the JICN is working on less recurrence of punishable conduct and on a safer society.
