Job description
Among other things, you and your team will ensure the implementation of the social relief, the implementation of Employment Permits and for Labor Affairs. These are important provisions within the society of Bonaire, St. Eustatius and Saba, and must be organised and executed carefully and efficiently.  Together with your team you are responsible for this, which requires close cooperation in which you take the lead. The department consists of +/- 8 employees.  You are part of the management team (MT) of the unit SZW and report to the operational manager, also deputy unit head.

You are flexible and know how to move with the continuous changes in the organization and society. You are good at cooperating, coordinating and delegating and you show active commitment and initiative to achieve the qualitative and quantitative objectives together with your team. You work with passion every day.

Responsibilities:
•    You must supervise and will be responsible for day-to-day management within the department.
•    You are able to inspire, motivate, coach and empower employees;
•    You will be responsible for the legitimate execution of the process and as process owner, you are responsible for keeping these procedures up to date;
•    You signal bottlenecks regarding the progress of work to the operations manager and make solution-oriented proposals; You must advise management during policy-related issues.
•    You must make sure that established and agreed deadlines are met;
•    You will be responsible for relevant applications in the field of work, and must perform acceptance tests.
•    You will be responsible for supplying accurate data and information for management and triannual reports;
•    You will act as a sparring partner for legal employees when input is provided for the compilation, modification and operationalisation of policy and work instructions; 
•    You must maintain close contact with employees on Saba and Statia so that they are able to correctly interpret and execute activities.
•    You must maintain contact with relevant stakeholders in the social domain.

The organisation
The Social Affairs and Employment (SZW) Unit executes social security-related tasks in the Caribbean Netherlands. In addition, SZW is responsible for the Caribbean Netjherlands Labour inspection, Employment permits, Labour affairs and Plenchi di Trabou. The SZW unit employs approximately 55 people, 6 of whom work on Saba and St. Eustatius. There are many developments in the social domain and the tasks of the unit continue to expand. For example, a childcare scheme, a CN Unemployment Act (Werkeloosheidswet) and changes to labour regulations are examples of executive arrangements that, depending on political decision-making, will soon be carried out by the SZW unit. The SZW unit aims to ensure a humane existence for everyone in the Caribbean Netherlands.

Job requirements 
• HBO working and thinking level, and demonstrable management experience/background;
• Affinity with and, preferably, experience in the social domain;
• Experience when it comes to managing and coaching employees; 
• Experience with managing processes;
• Unifying and people-oriented leadership style;
• Good communication skills;
• Spoken and written command of Papiamento and Dutch.

What do we offer?
•    Appointment in accordance with the Rechtspositiebesluit ambtenaren BES (BES Legal Status Decree for Civil Servants); 
•    A competitive salary in initial salary scale 10 and job salary scale 11 (gross salary of minimum $3,525 and maximum $5,240), based on a working week of 36 hours; The pay grade will be determined based on knowledge, experience and training; 
•    Holiday bonus (8.33% of the remuneration);
•    A 13th month (8.33% of the remuneration, with a minimum gross amount of $ 1,750);
•    A pension scheme with Pensioenfonds Caribisch Nederland (PCN);
•    168 hours of leave based on a working week of 36 hours; 
•    Temporary appointment for one year, with a view to permanent appointment after effective performance and positive appraisal; 
•    A relocation scheme for candidates responding from outside the island.

Appointment requirements
•    A Certificate of Good Conduct (VOG);
•    A medical examination to join the pension scheme; 
•    Dutch citizenship.

•    The salary is in American dollars; the official currency of the Caribbean Netherlands; 
•    The Caribbean Netherlands has its own tax legislation; Income above the tax-free sum ($ 20,424 in 2024) will be taxed at a payroll tax rate of 30.4%; 
•    Participation in the pension scheme is compulsory, including the accompanying personal contribution; 
•    You are or will become an inhabitant of the Caribbean Netherlands.
