Job description

As a Team Leader of Plenchi di Trabou, you manage the team of the Job Centre. Plenchi is a hybrid organisation of the OLB and SZW and you are the link.  Through your decisive and entrepreneurial attitude, you create opportunities in society.

Plenchi has existed for three years now and is at the cusp of a new period. There will be an evaluation of the organisation and a plan for further development in order to professionalise further. As a Team Leader, this is one of the most important assignments you will start working on.

Job responsibilities
•    You manage a team of +/- 9 employees and are responsible for the day-to-day management of the Job Centre;
•    You provide for the realisation of objectives and (managerial) assignments and convert the vision and direction of the organisation to the operational level;
•    You manage on improvement of the processes and their quality;
•    You provide for periodic management information;
•    You provide the best possible service to jobseekers and employers;
•    You act as an equal discussion partner for businesses on Bonaire;
•    You liaise in the network of businesses and other stakeholders;
•    You report to the steering group with representatives from OLB and SZW.

The organisation
The Social Affairs and Employment (SZW) Unit implements the social security for the Caribbean Netherlands. In addition, SZW is responsible for the Labour Inspection CN, work permits, employment affairs, and Plenchi di Trabou. A total of approximately 55 employees work at the SZW Unit, of which 6 work on Saba and St. Eustatius. There are many developments in the social domain and the remit of the Unit is expanding. Among others, a childcare scheme, an Unemployment Act CN, and adjustments to the labour legislation are implementation schemes that, depending on political decision-making, will soon be implemented by the SZW Unit. The SZW Unit works towards a dignified existence for everyone in the Caribbean Netherlands.

Job requirements 
•   Your professional and intellectual ability is at the level of Higher Professional Education (HBO) with demonstrable management experience / background;
•   You have experience with change management;
•   Minimum of three years of demonstrable experience in a similar position, affinity with the social domain, and preferably in the discipline of job placement and participation;
•   You have a stimulating and people-oriented leadership style;
•   Skills in liaising in a network of stakeholders and other parties;
•   Excellent command of Papiamento and Dutch in the spoken and written word.

What do we offer?
•    An appointment in accordance with the Rechtspositiebesluit ambtenaren BES (Legal Status Decree on Civil Servants BES); 
•    An appointment with the Rijksdienst Caribisch Nederland, Social Affairs and Employment;
•    A competitive salary in initial salary scale 10 and job salary scale 11 (gross monthly of at least $ 3,525.00 and at most $ 5,240.00), in case of a 36-hour working week. Assignment to a pay scale based on knowledge and experience. The position is set for a new valuation;
•    Holiday pay (8.33% of remuneration);
•    A thirteenth month (8.33% of the salary, with a gross minimum of $ 1,750.00);
•    A pension provision placed with Pensioenfonds Caribisch Nederland (PCN);
•    168 holiday hours for a working week of 36 hours per week;
•    A temporary appointment of one year, with the prospect of a permanent appointment for good performance and a positive assessment result; 
•    A relocation scheme for candidates who respond from outside the island. 

Procedure
•    This position is simultaneously open to internal and external candidates. In case of matching suitability, internal candidates are preferred;
•    An assessment or case may be part of the procedure;

Appointment requirements
•    A Certificate of Good Conduct (VOG);
•    A medical examination for admission to the pension fund;
•    Dutch citizenship.

Good to know for those interested outside the Caribbean Netherlands
•    The salary is in US dollars which is the official currency in the Caribbean Netherlands; 
•    The Caribbean Netherlands has its own tax regulations. Income above the tax-free allowance ($ 20,242.00- in 2024) will be taxed at a rate of 30.4% in payroll tax; 
•    Participation in the pension fund is mandatory, including a personal contribution to it; 
•    You are or will become a resident of the Caribbean Netherlands.
