Job description

ZBIW Forensic care
Within the forensic care department (FZA) of the JICN, you will guide detainees with psychiatric pathologies. You will not only provide medical care but will also work at the interface of personal care and security. You will guide patients in their daily activities and issues. As a member of the multi-disciplinary treatment team, you will be closely involved with diagnosing, guiding and treating detainees.

ZBIW Foreign national detention
Working with foreign nationals, places specific demands on employees. If foreign nationals are incarcerated, they can, for example, display intense emotions, and personnel must be able to deal with this. Foreign nationals can often enter a state of shock when they have to give up the idea of beginning a new life on Bonaire. This is then followed by denial, anger or mistrust, often followed by a sense of resignation. ZBIW professionals in foreign national detention are specially trained to guide and help foreign nationals.

ZBIW Juvenile detention
As ZBIW professional, you will help to create a safe educational living climate and act in a de-escalating manner when doing so. You will also play a role in stabilising the behaviour of youngsters. The YOUTURN method forms the basis when working with youngsters that have been placed in the JICN. This method gives you and your colleagues specific instructions and guidelines for appropriately dealing with the placed youngsters. It is also important to ensure a daily routine, a clear structure and a hygienic living environment. In addition, you will supervise group processes and take the initiative when organising and encouraging group activities. 

Based on the vision of the JICN, the Institution Care/Treatment Employee will play a role in humanely executing detention and/or treatment activities but will also discuss detention-related damage and help to prevent recidivism. This role will involve reporting to the department head.

For this role, we are looking for candidates that have affinity with mental healthcare and related target groups.

Responsibilities

• You will offer care to detainees/foreign nationals;
• You will ensure the custody and security of detainees/foreign nationals;
• You will guide detainees in order to ensure reintegration and reduce recidivism;
• You will observe the detainees and analyse their condition, and modify your approach accordingly;
• You will inform detainees about procedures within the institution, such as rights and duties, the standard regime, the day programme, and the drug prevention policy;
• You will act effectively during (impending) emergencies and/or crisis situations;
• You will check safety-related issues in the building and cells on a weekly basis;
• You will oversee compliance with safety-related, hygienic and individual rules, both within the department and during activities in the day programme;
• You will have a positive impact on the atmosphere (work and living climate in the department);
• You will compile reports.
• You will act in accordance with applicable norms and values, also when under pressure.
• You must be socially engaged and have experience working with people.

The organisation
The JICN is a Correctional Institution that is based in an ultra-modern building in Plantage Aruba, where detainees from the whole of the Caribbean Netherlands can be placed. There are 113 detention places across 7 separate departments, including for young adults, women and house of detention. The JICN also offers extra clinical care to arrested persons and detainees.

Job requirements

• MBO4+/HBO working and thinking level, preferably with care-related studies;
• You must possess professional knowledge in the field of surveillance and security;
• You must be familiar with methods concerning educational support;
• You must be open to further developing yourself through internal and external job-related training;
• You must be prepared to receive training for Institution Care/treatment Employee if you have not already done so.
• Demonstrable work experience in a crisis department or experience in forensic psychiatry is an advantage.
• You must be willing to work in irregular shifts.
• You must be able to speak and write Dutch and Papiamentu, and should preferably be able to communicate in English and Spanish;
• You must be in good physical condition and be resilient in conflict situations; this is a strict requirement and will be checked by means of a physical examination;
• If candidates are equally suitable, preference will be given to people already residing on Bonaire.

We offer

• Appointment in accordance with the Rechtspositiebesluit ambtenaren BES (BES legal status decree for civil servants);
• A competitive salary job salary scale 7 between a minimum of $2.400,-  and a maximum of $3,240,- per month based on a work week of 36 hours. A pay grade based on knowledge, experience and training;
• Holiday allowance amounts to 8.33%;
• Irregular hours allowance due to work in alternative shifts;
• A 13^th month (8.33% of the remuneration, with a minimum gross amount of $ 1,750);
• A pension scheme with Pensioenfonds Caribisch Nederland (PCN);
• 168 hours of leave based on a working week of 36 hours;
• Temporary appointment for one year, with a view to permanent appointment after effective performance and positive appraisal;
• A relocation scheme for candidates responding from outside the island.

Procedure

Appointment requirements

• A Certificate of Good Conduct (VOG);
• A medical examination to join the pension scheme;
• Dutch citizenship.

• The salary is in American dollars; the official currency of the Caribbean Netherlands;
• The Caribbean Netherlands has its own tax legislation. Income above the tax-free sum ($ 20.424 in 2024) will be taxed at a payroll tax rate of 30.4%;
• Participation in the pension scheme is compulsory, including the accompanying personal contribution;
• You are or will become an inhabitant of the Caribbean Netherlands.
